Research, Policy and Strategy
The Hill Group’s policy and research projects help our clients to make informed, data-driven decisions around workforce and economic development policy. Our services include data collection, analysis, facilitation, and strategic and business planning.
The Commonwealth of Pennsylvania and The Hill Group have worked together for over six years on multiple workforce initiatives focused on policy analysis and strategy. Most recently, The Hill Group has provided strategic, logistical, and technical support to three of the Commonwealth’s workforce initiatives (Retention of Health Workers Working Group, the Clinical Education Task Force, and the Allied Health Working Group) for the Pennsylvania Center for Health Careers. ›
Central Pennsylvania Workforce Development Corporation (CPWDC) engaged The Hill Group to establish a Health Care Industry Partnership in June 2006. The firm conducted the Health Care Industry Partnership’s strategic planning process between October 2006 and January 2007. The planning process focused on improving governance, increasing advocacy, improving education, and increasing the supply of health care workers. Following the strategic planning process, the CPWDC Health Care Industry Partnership utilized The Hill Group’s research, data analysis, and strategy development services to conduct a supply-demand assessment of 24 health care occupations in the region.
Three Rivers Workforce Investment Board
The Hill Group worked with Three Rivers Workforce Investment Board (TRWIB) to conduct a study to better understand the labor market in Southwestern Pennsylvania and facilitate an Aging Workforce Summit in the Pittsburgh region. The study surveyed employers across the region regarding critical industries, shortage occupations within these industries, and critical skills within these occupations in the 11-county southwestern Pennsylvania region to help inform key programming and budgeting decisions. The Hill Group provided planning and facilitation services for the Aging Workforce Summit and analyzed the event data for regional policy planning purposes.
Workforce Summit Initiatives
The firm has designed and implemented Workforce Summit Initiatives for both state and regional governments. The Summits are public-private policy forums designed to convene, educate, and mobilize the region’s key stakeholders and opinion leaders to align the supply- and demand-side of workforce development infrastructure. By developing a need-driven workforce development marketplace, aligned around industry clusters, a region will better position itself to prepare, recruit, and retain an abundant and high quality workforce.
The Hill Group, Inc. managed and facilitated the State of Maryland's Healthcare Summit in 2004. The Healthcare Summit produced the Maryland Healthcare Workforce Initiative which received $1.5 million grant to implement new program aimed at solving critical shortages in Maryland's healthcare workforce. ›

Southwestern Pennsylvania Workforce Summits
The Hill Group, Inc. facilitated four regional workforce summits in Southwestern Pennsylvania. The Pittsburgh Region's initiative included a series of Workforce Summits designed to address workforce needs in four growth industries in southwestern Pennsylvania – health, manufacturing, information technology, and financial services.

Community College of Allegheny County
The Community College of Allegheny County (CCAC) partnered with The Hill Group to identify key emerging industries in the region and skill sets required for the workforce in those industries. The project identified three key high-growth industries: healthcare and life sciences, energy, and finance. These coupled with manufacturing and information technology form what the study calls “nexus industries” and where the region can expect the most growth. ›
The Hill Group conducted a transportation authority coordination study on behalf of the Erie Conference on Community Development (ECCD) and the Erie Metropolitan Planning Organization (EMPO). The ECCD and EMPO wanted to coordinate the efforts of the three transportation authorities in Erie County, Pennsylvania. The Hill Group helped these organizations to more effectively manage and utlize public transportation assets to enhance economic development, improve public service delivery, reduce operating costs, and optimize revenues. This Hill Group helped the ECCD and EMPO identify savings up to $472,000 annually on an aggregate basis. ›
